Title: Economic Development Manager
Dept./Div: Economic Development Office

Nature of Work: The Economic Development Manager is responsible for the coordination of the City’s economic development activities and oversees a centralized office for economic development projects. The Economic Development Manager manages City economic development programs including the Tax Increment Redevelopment District No. 1, Enterprise Zone, and the Low Interest Business Revolving Loan Fund, serves as a Business Ombudsman within City government to assist new and existing businesses in relations with the City and provides staff assistance to the Carbondale Business Development Corporation. The Economic Development Manager is supervised and evaluated by the City Manager.

Essential Duties:

  • 1.
  • Promote economic development in the City of Carbondale. Identify and recruit businesses to locate or expand in Carbondale to meet the City’s goals of increased employment opportunities and expanded tax base. Work closely with existing commercial developers in the community to enhance their ability to attract new businesses and expand existing businesses. Prepare reports and provide information as may be requested by developers, industrial prospects and development organizations.
  • 2.
  • Promote the development of the industrial parks by marketing the industrial parks to potential developers and projects. Manage the City and Carbondale Business Development Corporation owned industrial parks.
  • 3.
  • Work with existing businesses for the purpose of retention and expansion by developing a regular business visitation program to promote City and state programs that can assist local business and maximize their economic opportunities.
  • 4.
  • Use multiple means to market Carbondale for economic development; maintain updated community information, produce community information material for distribution, and coordinate the use of the City’s GIS system for economic development projects. Provide information about City codes, utilities, and other special services of the municipal government. Serve as a problem solver in the procedural approach to such matters as zoning, land use and site plans.

  • Develop a public-private relationship that fosters economic development; provide administrative staff support to the Carbondale Business Development Corporation, and maintain the Carbondale Business Development Corporation records and coordinate Board information, activities and meetings.
  • 6.
  • Develop City-business relations in Carbondale; serve as the Business Ombudsman assisting new and existing businesses in working with City Hall and maintain strong relations with the Carbondale Chamber of Commerce, Carbondale Main Street, Southern Illinois University, and regional organizations which can promote the general economic development of the community.
  • 7. Represent the City of Carbondale in local and regional organizations to promote the general economic development of the community.
  • 8.
  • Use tact and good judgement and utilize strong and effective interpersonal skills in interacting with businesses, co-workers, members of the community, agencies and organizations; work effectively both independently and as a team member.

  • Drive City and personal vehicles; use office equipment such as personal computers, calculators, and copy machines; effectively communicate orally in-person and over the phone; and make oral and written presentations to effectively perform assigned duties.

Other duties: Perform other duties that are related to the overall operation of the Economic Development Office.

Work Environment: Work is usually performed in an office setting, but will require operation of a vehicle during the work day in a variety of weather conditions to attend work related meetings.

Physical Demands: Work is usually sedentary with occasional walking, climbing stairs, reaching, bending, lifting and carrying objects under 25 pounds, or minimal physical activities. Work requires the ability to sit for extended periods of time, to operate personal computers or calculators and to perceive and/or discriminate colors, sounds, depth, and texture. May require overnight travel to conferences, conventions and other meetings.

Minimum Acceptable Qualifications: Baccalaureate degree in business, public administration, planning or related field. Five years professional experience in economic development in the private or public sector, community development or public administration. Ability to communicate effectively orally and in writing. Ability to organize multiple complex projects.

Title: Lake Maintenance Workers (4 positions)
Dept./Div.: Public Works/Lake Management

Nature of Work: These are temporary, full-time positions in the Lake Management Division of the Public Works Department. The Lake Maintenance Worker performs general maintenance and patrol duties and assists with all phases of beach operations. The Lake Maintenance Worker works various shifts including holidays and is supervised and evaluated by the Cedar Lake Supervisor or his designee:

Essential Duties:
1.

  • 1) Perform heavy manual work including but not limited to 1) lifting heavy objects from the ground level into trucks and back out again
  • 2) digging post holes with post hole diggers
  • 3) driving fence posts into ground with post driver
  • 4) using six and eight pound sledge hammer to drive or burst objects
  • 5) using pick and shovel to disturb, dig and move dirt, rocks and other items
  • 6) stretching and nailing barbed wire and other types of fence and cable
  • 7) cutting trees and branches overhead and at ground level with chain saws and pole saws
  •  8) extinguishing fires by raking away flammable materials, using fire flappers and applying water
  •  9) using both power and hand drills to drill holes in metal, wood and other objects
  • 10) preparing concrete by mixing sand, cement and water at proper proportions in a container with a hoe or shovel, transporting it from the container to its desired location by shovel or wheelbarrow and finishing it with concrete floats, strikers and trowels
  • 11) making accurate measurements with rule or tape measure
  • 12) marking and cutting boards, post or other items to proper lengths by use of rule, square, protractor, power table and circle saw and hand saw
  • 13) putting materials together with hammer and nails, bolts and wrenches, screws and screw driver, glue and/or otherwise for the construction of signs, barricades, guard rails, low head dams, braces, retainers, buildings, boat docks and other structures
  • 14) painting signs, buildings, barricades, guard rails, boat dock and other items
  • 15) lifting, loading, unloading and applying cold patch with shovels, rakes and tampers
  • 16) spreading seed and fertilizer with hand cranked spreader while walking back and forth on steep and uneven terrain
  • 17) carrying bales of hay, rocks, dirt and other heavy objects up steep slopes and across uneven terrain and placing it in holes and washes
  • 18) digging and/or cleaning drainage ditches with pick and shovel, lifting pipe or culverts into ditches and covering with dirt and/or gravel
  • 19) using wrenches, jacks and other appropriate hand tools to remove, sharpen on bench grinder of file and replace blades on various mowing equipment
  • 20) repairing water and sewer lines by digging or otherwise exposing the pipe, cutting with saw, removing damaged section, replacing with new section and reconnecting with glue or solder.

2. Swim using good working knowledge of water safety techniques.

3. Climb onto and drives a standard shift tractor while operating rear, front and/or mid-mounted equipment on steep slopes and uneven terrain by maintaining a watchful eye, use of proper controls to raise and lower equipment, selection of proper gears and adjusting engine r.p.m. for proper speed and rotations of mowing equipment.

4. Change equipment on the tractors' three point hitches by hand pulling the connecting pins, releasing and removing drive shaft from power take off shaft, moving tractor to properly align with other equipment, and hook up in the reverse order.

5.. Apply basic working knowledge of how tractors, chain saws, lawn mowers, string trimmers and boat motors and maintain them by hand cleaning and performing proper repairs.

6. Manually measure, by use of graduated containers, and mix oil and fuel to required ratios.

7. Perform erosion control work by hand seeding, fertilizing and strawing; constructing terraces and low head dams with tractor and blade and/or manually with pick and shovels; manually installing water diversion bars, ditches or channels; and hand placing hay and other objects into washes.

8. Insure that all public use areas are maintained, mowed, trimmed and free of litter by performing these and other needed tasks on a regular basis.

9. Manually maintain all buildings in a clean and orderly manner and assures the proper care, maintenance and storage of all tools, equipment, and supplies by the establishment of a regular cleaning schedule and seeing that all tools and supplies are returned to their respective storage at the end of each day and that all repairs are made promptly.

10. Perform necessary building, barricade, sign, fire trail and grounds maintenance and regularly check the conditions of each and report needed repairs.

11. Perform road and water patrol and enforcing the Cedar Lake Rules and Regulations. Conduct road patrol by driving a truck and water patrol by operating a boat. Inform area users of regulations by posting them and verbally explaining them.

12. Keep hand written records of jobs performed and the work hours devoted to each work unit.

13. Safely and effectively operate a boat and motor by observing all water craft rules and regulations, being alert and courteous to others.

14. Read, comprehend, and verbally explain and enforce the ordinance governing Cedar Lake.

15. Issue written citations for ordinance violations and if necessary defend same in City Court.

16. Comprehend both oral and written instructions.

17. Meet and deal effectively with the general public and use tact and good judgement in those dealings.

Other Duties: Perform other tasks as assigned for the overall operation of the Lake.

Work Environment: Work is performed primarily outdoors and exposes the employee to fumes, odors, smoke, gases, excessive noise, snakes, ticks and other insects, extreme heat/cold weather, and working around moving vehicles. Protective equipment such as ear plugs, hard hats, safety glasses, gloves, steel toe shoes, and personal floatation devices are worn.

Physical Demands: Work requires frequent physical effort such as walking, standing, bending, climbing, reaching, and lifting and carrying objects of moderate weight 15-49 pounds for short durations and occasional lifting and carrying of heavy objects 50 pounds or over. Work also requires the ability to perceive and/or discriminate colors, sounds, depth and texture.

Minimum Acceptable Qualifications: Graduation from a standard high school or equivalent. Ability to swim. Must be in good physical condition, able to perform heavy manual work and endurance in variable weather conditions. Must have and maintain a valid Illinois drivers license.

Temporary, Full-Time Positions (not to exceed 999 hrs.)   Positions to start May 3rd

Salary: Range 3 $10.20/hr.

Title: Lifeguards (16 positions)
Dept./Div.: Public Works/Lake Management

Nature of Work: These are part-time, temporary positions (no benefits) at the City's beach on Cedar Lake. The Lifeguard will supervise swimmers and other area users and is supervised and evaluated by the Head Lifeguard and/or the Cedar Lake Supervisor or his designee.

Essential Duties:

1. Swim and, when necessary, possess the ability to physically rescue distressed persons from the water, effectively use rescue equipment, administer artificial respiration and handle other minor first aid situations; remain calm, assess the situation and summon emergency vehicles if and when needed.

2. Climb into lifeguard stand and jump from, if and when necessary, to rescue anyone who may encounter difficulties.

3. Learn all beach rules and regulations and via conversation or use of megaphone inform swimmers and area users of and enforce same.

4. Recognize and mitigate dangerous or threatening situations, impede prohibited activities and keep area users within marked boundaries.

5. Meet and deal effectively with general public, always being firm but polite with the enforcement of rules and regulations.

6. Maintain the area's cleanliness and safety by picking up and removing debris, foreign objects and litter. Empty waste receptacles regularly, clean the washroom and stock them with toilet tissue and paper towels daily.

7. Collect beach user fees, sell passes, make accurate change and complete in writing the daily report forms and be responsible for their accuracy.

8. Operate the concessions stand by always being courteous and polite to the public, promptly comply with their request, collect their money and give accurate change; keep sale items replenished from storeroom; count all money, complete in writing the daily report form and be accountable for all sale items, equipment and revenue.

9. Prepare the beach for opening each morning and its closure and storage of all equipment and items in the afternoon and evenings. This includes but is not limited to: 1) opening and closing of all gates; 2) cleaning restrooms; 3) pick up and remove all litter and foreign objects; 4) bring boat to beach front and return to storage; 5) install ladder on guard stand and return to storage; 6) install radio antenna and return to storage; 7) fill, lift, and place ice chest and other sale items in concessions stand and return to proper storage; 8) erecting umbrella and return to storage; 9) certain items have to be picked up at the lake headquarters each morning and returned in the evenings.

10. Be responsible for proper care and use of all beach equipment, supplies and facilities. Handle radios and megaphones with care and kept dry and free of sand and dirt. Handle and use the umbrella, radio antenna, boat and lifesaving equipment in such a manner as not to dent, bend, rip or tear. Return battery powered equipment to the battery chargers at the workshop at the end of each day.

11. Comprehend and follow all oral and written instructions.

Other Duties: Perform other tasks as assigned for the overall operation of the beach.

Work Environment: Work is performed outdoors in warmer weather and can expose the employee to excessive ultraviolet rays from the sun.

Physical Demands: Work is essentially sedentary with occasional walking, standing, or climbing ladder to platform. At times, the use of hands and feet are used to paddle board around swimming area. Life saving requires the physical agility to swim to and haul a person to safety. Work also involves perceiving and/or discriminating colors, sounds, depth, and texture.

Minimum Acceptable Qualifications: Red Cross Certified and in possession of a valid Red Cross Card for Lifeguard Training. Must be in good physical condition.

Temporary, part-time position/overtime eligible/No Benefits

Salary: Range 2 $8.23/hr. - Positions start May 28 and will run thru Labor Day

Title: Public Works Seasonal Worker
Dept./Div.: Public Works/Maintenance and Environmental Services

Nature of Work: This is a temporary, generally full-time position within the Maintenance and Environmental Services Division of the Public Works Department not to exceed 999 hours of work within a twelve-month period. The Public Works Seasonal Worker assists with various activities in the Maintenance and Environmental Services Division involving the maintenance of public rights-of-way and other City owned or maintained properties. Assignments may be made in Street Maintenance, Cemeteries, Forestry and Refuse and Recycling. The type of work is dependent upon the season. Seasonal work includes but is not limited to such duties as mowing and weed eating grass, clearing brush, trimming trees, planting grass, bushes and trees, removing litter, sweeping and cleaning, collecting landscape materials including vacuuming leaves from curbside, clearing snow and painting City facilities. The Seasonal Worker reports to and is supervised by a crew leader or foreman and is evaluated by the Maintenance and Environmental Services Manager.

Essential Duties:

  • Perform heavy manual labor to lift heavy objects from the ground level into trucks and back out again; use standard or power hand tools such as pick, shovel, and rake to disturb, dig, grade, sod, or otherwise move dirt sometimes weighing over fifty (50) pounds; spread grass seed or fertilizer by hand and/or use hand cranked spreader; operate a walk-behind, push-type or self-propelled, power lawn mower or power string grass trimmer to mow and trim grass to mow and trim grass and prune trees, shrubs, and plants

  • Perform heavy manual labor to shovel or use other standard hand tools; operate walk-behind power snow blower; spread snow and ice melting chemicals by hand or using cranked spreader to remove snow and ice from sidewalks, streets and parking lots.

  • Perform heavy manual labor to rake or use other standard hand tools; operate power leaf blower to collect leaves piled in ditches or along boulevard areas; operate vacuum chute of leaf vacuum truck; lift bags of yard waste sometimes weighing up to 35 pounds into truck to remove leaves and cut grass from curbside

  • Perform manual but sometimes delicate and detailed labor using brush, sprayer or other applicator to apply paint to poles, railings, curbs pavements and other outdoor facilities and to walls ceilings and floors of indoor facilities.

  • Climb onto and drive a standard and/or automatic shift utility tractor while operating rear, front and/or mid-mounted equipment by maintaining a watchful eye, use of proper controls to raise and lower equipment, selection of proper gears and adjusting engine r.p.m. for proper speed and rotations of mowing equipment.

  • Effectively and safely use utility tractors, lawn mowers, and string trimmers, chainsaws and snow blowers and maintain them by hand cleaning and performing proper repairs.

  • Manually measure, by use of graduated containers, and mix oil and fuel or paint and thinners to required ratios.

  • Manually maintain all tools, equipment, and supplies by establishing a regular cleaning schedule and seeing that all tools and supplies are returned to their respective storage at the end of each day and that all repairs are made promptly.

  • Drive City vehicles with manual and/or automatic transmissions between Public Works facility and work sites or other locations as needed and directed.

  • Safely and effectively operate all power equipment, vehicles, and other machinery by observing all standard and special safety operating procedures & regulations, and being alert, courteous and aware of surroundings & others in work area.

  • Assist with vacuuming of leaves raked to curbside during seasonal leaf collection program.

  • Work outside in variable and adverse weather conditions and terrains.

  • Communicate effectively with City employees and the public in person, in writing and by radio and telephone. Comprehend and follow oral and written communications.

  • Use tact and good judgement and utilize effective interpersonal skills with co-workers and the public; coordinate and cooperate with other City staff in performing functions; work effectively both independently and as a team member.

  • Other Duties: Perform other tasks as assigned for the overall operation of the Public Works Department.

    Minimum Acceptable Qualifications: High school degree or equivalent. Must have and maintain a valid Illinois drivers license. Experience performing manual labor in variable weather conditions and terrains.
